Los Angeles County
Three cities, one crew
Calabasas, Agoura Hills and Malibu are three separate cities inside Los Angeles County, each with its own permit counter, so pick your city below to see how we work there: which desk your permit goes to, which hillside, coastal, HOA or fire-zone rules apply, and what its homeowners actually ask us.
Calabasas
Guard-gated communities like The Oaks, where a committee and the city both have standards, hillside lots off the Mulholland corridor that fall under the city's own hillside rules, and 1970s and 80s housing around Calabasas Park with closed layouts waiting to be opened up. Calabasas runs its own Building & Safety Division through the SmartGov portal; the county building office on Agoura Road serves Westlake Village and the unincorporated county, not Calabasas homes.

Agoura Hills
Ranch houses on the larger Old Agoura lots with room for a full detached ADU, and the 1960s to 80s tracts of Morrison Ranch, Fountainwood and Lake Lindero, where the usual job is a garage conversion or a galley kitchen opened to the family room. The city runs its own Building & Safety counter at City Hall on Ladyface Court plus a pre-approved ADU plan program, and because much of Agoura Hills sits in a Very High Fire Hazard Severity Zone, we draw exterior work to Chapter 7A.

Malibu
The whole city sits inside California's coastal zone, yet an interior remodel that adds no square footage and no height is generally exempt from the Coastal Development Permit under Malibu's Local Coastal Program, which leaves a standard city building permit on the city's own review clock. Chapter 7A fire-zone standards cover the few exterior touches, salt air decides the hardware, and on the 1950s to 70s ranch homes of Point Dume the 50-foot bluff line gets measured before anything else.
What we build in Los Angeles County
Every project below is drawn by our in-house design team, filed by us at the right city counter, and built by one licensed crew with no subcontractors. The service changes; the people do not.
Kitchens
Layout and wall changes with the structural engineering managed by us, cabinetry, counters and stone, lighting and circuits brought to current California code, plumbing and gas handled while the walls are open. The classic job in this housing stock is opening a closed 1970s galley to the family room, which usually means one beam and one permit, handled by the same crew that hangs the cabinets.
Bathrooms
Hall baths to primary suites, taken down to the studs where forty years of moisture have been at work, then rebuilt in one strict sequence: plumbing, waterproofing inspected before a single tile goes on, tile, electrical, glass. Tub-to-walk-in-shower conversions and curbless, aging-in-place layouts are the two requests we hear most.
ADUs and garage conversions
Detached units, attached units and garage conversions under California's ADU law, which requires a city to act on a complete application within 60 days with no public hearing. Utilities mapped before the build, Chapter 7A ignition-resistant materials on exterior work in mapped fire-hazard areas, and a finished room designed so it does not look like a converted garage.
Room additions
Added floor area where the lot and the permit path allow it, with the timeline stated honestly before anyone draws anything. Along the coast, added floor area can move a project from a city building permit onto the Coastal Development Permit path (a significant addition on an oceanfront, bluff or scenic lot, for example), commonly measured in months, so some owners phase it: remodel inside the footprint now, plan the addition on its own clock.
How it works in Los Angeles County
Four steps, the same people at every one of them, and a different permit counter depending on your city.
- 01
Call or send the form
A real person calls you back in minutes during business hours. You reach the builder's own phone line, and nobody resells your number.
- 02
Free on-site estimate
We read the lot before we read the room: slope and the city's hillside rules, whether the hazard-zone map puts you in a Very High Fire Hazard Severity Zone, HOA and gate rules, and in Malibu the 50-foot bluff line and the coastal exemption. Then you get a written scope, not a guess.
- 03
Design and permits
Our in-house design team draws it, then files with the right desk: Calabasas Building & Safety through the city's SmartGov portal, Agoura Hills Building & Safety at City Hall on Ladyface Court, and the City of Malibu's Planning and Building Safety desks, with the Coastal Development Permit added when the Local Coastal Program calls for it, for example a significant addition on an oceanfront, bluff or scenic lot, work within 50 feet of a bluff edge, or a project that touches the septic system. Hillside and Chapter 7A fire-zone standards are drawn in from the first sheet; corrections, if any come back, are ours to answer.

Build
One crew working in strict sequence, with every material sourced, staged and checked before demolition. You get a written schedule before we start. A hall bath typically runs a few weeks of construction once materials are on site, a garage conversion finishes far sooner than a detached new build, and the same crew faces are on site from demo day to the final walkthrough.

Why Los Angeles County homeowners pick Mayer’s Construction
Ask any contractor who gets called to fix a failed remodel: the problem is almost always at the hand-off between trades. We don't have hand-offs. The people who draw your plans, file them and build them all work for the same family company.
When you call, you talk to the builder, not a call center that sells your number to four contractors. That is a policy, not a slogan, and you can hold us to it.
CA License #1063024 is a state license, valid in every California city, Calabasas, Agoura Hills and Malibu included. Verify it yourself: the CSLB lookup link sits at the bottom of this page, and with the license number typed in, the full record is yours to read.
In-house design team
Layout, cabinetry, tile, lighting, glass and the permit drawings, all under one roof. You never hire a designer separately or carry drawings between companies, and when a wall carries load we bring in the structural engineering and manage it.
No subcontractors
One licensed Mayer's Construction crew owns the whole sequence, from demolition to the final walkthrough. Our schedules hold because you are never waiting on a tile sub who took another job across town.
Our own material sourcing
Cabinetry, stone, tile, fixtures and hardware ordered, staged and checked by us before demo day, and specified for salt air where the house needs it. A project that waits on a wrong-size fixture waits with the walls open.
Family-owned since 2009
A family design-build company since 2009, rated 5.0 on Google and on Houzz, and licensed by the state as CA License #1063024, which you can look up free on the CSLB site.
Rated 5.0 on Google and Houzz, and new to Los Angeles County
We are the Bay Area's 5.0-star design-build team, now serving Calabasas, Agoura Hills and Malibu, and our work in these three cities is new. So you will not find a Los Angeles-area testimonial on this page, and you will not find a borrowed photo with a local caption under it. Every photograph here is our own California work, labeled for exactly what it is.
What we bring instead is checkable: a family design-build company since 2009, a 5.0 rating on Google and on Houzz, and an active state contractor's license, CA #1063024, free to look up on the CSLB site with the number in hand. Our design team already knows which counter each of these three cities runs, which is the first test of whether a contractor has really worked a city's permit desk.
Our first clients in these cities get the same designers, the same crew and the same written schedule as everyone else, from a company that intends to earn Los Angeles County one project at a time. Look at the work, check the license, ask us hard questions on the phone, and judge for yourself.

In our clients’ words

Impeccable workmanship. Mike was a stickler for quality — insisting the tiles have mitred corners, even if I didn’t ask for it. Great communications, every step of the way.
They worked hard to capture our vision, and if we ever ran into any issues, they worked with us to figure them out. We would happily use them again for another project.
High-quality materials, outstanding craftsmanship, and a very professional team. The entire project was well organized and completed on time, with great attention to detail.
